He completed his tenure as Cabinet Secretary to Government of India on June 14, 2007
where he was also the ex-officio Chairman of the Civil Services. Cabinet Secretary directly reports to Prime Minister and coordinates the inter-disciplinary issues of various Ministries.
A 1966 batch IAS officer from UP cadre, Mr Chaturvedi holds Master's degree in Physics from Allahabad University with specialisation in electronics. He studied Public Administration at Manchester University, UK to acquire administrative skills. Known for his erudite scholarship and administrative wisdom, Chaturvedi has been a vital force in managing various crises in the country.
Chaturvedi, having served in various capacities, including the Finance Secretary in the Uttar Pradesh Government, joined the Central Government in 1984 and held several senior assignments. In fact, Chaturvedi's lasting contribution is often accredited to his work as Secretary, Petroleum and Natural Gas wherein he oversaw the dismantling of Administered Price Mechanism and brought the liberalization in Indian Petroleum industry. Also, as the Secretary in Department of Women and Child Development, he played crucial role and was instrumental in introducing several innovative schemes for the welfare of economically depressed class.

Parekh, 61, is Chairman of Housing Development Finance Corporation Limited (HDFC) in India.
Mr Parekh, an awardee of Padma Bhushan in 2006 - a civilian honor by Government of India, joined HDFC in 1978 and was its Managing Director from 1985 until he assumed his present office in 1993. Mr Parekh is the non-executive Chairman of GlaxoSmithKline Pharmaceuticals Ltd (formerly known as Glaxo India Ltd); HDFC Asset Management Company Ltd, HDFC Chubb General Insurance Company Ltd. and HDFC Standard Life Insurance Company Ltd., Siemens Ltd. He also sits on the boards of Castrol BP India, Hindustani Lever, Indian Hotels Company and Mahindra & Mahindra. Mr Parekh is a former Director of ICI India Ltd, National Housing Bank, National Thermal Power Corporation Ltd and The Dharamsi Morarji Chemical Company Limited. He has also been a member of various committees set up by the Government of India to examine policy issues.
Parekh, who trained as a chartered accountant in London and worked with Chase Manhattan Bank early in his career, has helped in a general insurance joint venture with Chubb and a tie-up with Standard Life, UK, for asset management and life insurance. He has advised various governments on high-powered, government-appointed panels to lay out the blueprint for reform in the Power, Infrastructure, Banking, Insurance and Housing sectors.

He was the Secretary, Ministry of Power from 2002-2007. Before this, he was the Chairman and Managing Director (CMD) of the Bombay Suburban Electric Supply (BSES) before joining the Government of India on his current assignment. Shri Shahi had been the CMD of BSES since October 1994.
Shri Shahi has rich experience in industry including the power sector. He has held key positions such as Chairman of the following group companies:- BSES Telecom Limited, BSES -Andhra Power Limited, BSES Infrastructure Finance Limited, BSES Kerala Power Private Limited. Shri Shahi had worked with the Steel Authority of India Limited for over 10 years and also held important positions in the National Thermal Power Corporation (NTPC) for whom he worked for over 16 years. During 1991-94, he was Director (Operations) on the NTPC Board in-charge of operations, Research & Development and Commercial. Shri Shahi has also been a member in several important committees including the Committee of the Maharashtra State Electricity Board for reforms and restructuring of the Maharashtra power sector.

He is 66 years old. He has varied experience of over 40 years in the Oil Industry. He is a Chartered Accountant by qualification. He has held important assignments in the field of Finance, Marketing, Operations, Strategic Planning, International Oil Trading, and execution of several Projects.
Prior to joining Essar Group, Shri Mathur was the CEO & Managing Director of Petronet LNG Limited till July, 2006. Petronet LNGunder his leadership set up India’s first LNG import and regasification terminal of 5 MMTPA capacity at West Coast of India in Dahej. He also initiated the process of doubling the Dahej’s terminal capacity to 10 MMTPA besides setting up its second terminal in South West India at Kochi. He was the Finance Director of IOC, prior to taking over the charge of Petronet LNG Limited. He also headed IOC’s International Trade responsibility for procurement of Crude Oil & Petroleum Products for the country, as IOC was the Governments Canalizing Agency for imports of crude oil and petroleum products.
Shri Mathur has served ITC, Geneva and World Bank as Consultant and has authored a book for them on “Handbook for Import of Crude Oil & Petroleum Products for developing Countries”. Shri Mathur served on a World Bank Project in Nigeria for 3 years (1979-1981). Shri Mathur has been awarded Chemtech Foundation Award under Leadership & Excellence Series as “Achiever of the Year” Natural Gas Category by Governor of Maharastra for pioneering the implementation of World Class LNG infrastructure in the country. The President of French Republic, Mr. Jacques Chirac has conferred the country’s second highest civilian honor ‘Knight of the Order of Merit’ to Shri Mathur in recognition of his leadership and professional acumen in development of the country’s first LNG import terminal at Dahej. Shri Suresh C Mathur will be responsible for handling International Trading operations of Oil & Gas and has extensive experience in the field as stated above. With the Refinery to be commissioned shortly, the Company will be procuring / importing crude oil and exporting petroleum products internationally, a very important function for the refinery. Shri Suresh C Mathur with his expertise is considered well suited to handle this challenging responsibility.

He is the former Energy Secretary to the Government of Andhra Pradesh and former Chairman of Andhra Pradesh State Electricity Board. He is a member on the Board of Directors of Hindustan Petroleum Corporation Limited.
T L Sankar, an awardee of Padma Bhushan in 2004, is an internationally recognized expert in energy sector policy and organisational development. He is currently Adviser and Project Leader for the Power Sector at the Administrative Staff College of India (ASCI). He has spent 35 years in Indian Administrative Service (IAS) and earlier in his career; he held a number of posts dealing with various aspects of development including Gas, Petroleum, Coal and other infrastructure sectors.
He was until recently Principal (head) of ASCI, which is the oldest management institution in India and undertakes post-experience training, research and consultancy on corporate issues. During his Government service he occupied important positions in the State of Andhra Pradesh and the Central Government of India (GOI), including Principal Secretary (Industries), Principal Secretary (Finance), Chairman of Andhra Pradesh State Electricity Board, Chief of Project Appraisal Division and Energy Advisor to GOI Planning Commission, and member of GOI Advisory Board on Energy. He also served for nearly a decade as Director of the Indian Institute of Public Enterprise (IPE) where there is a “Centre of Excellence” devoted to the study of issues and policies in public enterprises and public systems. During and after his tenure at IPE, Mr. Sankar has been involved in studies and committees on public enterprise reform and privatization. He also served as the Secretary of the Fuel Policy Committee, Government of India (GOI) in 1970-74 and Member Secretary of the Working Group of Energy Policy (1975-79).
Since 1990 he has been associated with energy sector development and reform activities throughout India. He has hands-on experience in managing large energy entities, as the Chairman of Andhra Pradesh State Electricity Board, which had 5,000 MW of power generation and over 7 million consumers and as Director of the National Thermal Power Corporation (NTPC), one of the best managed power-generating companies with about 18,000 MW of power generation capacity. Also he is the founder and Chairman of Andhra Pradesh Gas Power Corporation Limited (APGPCL), a unique power company with 270 MW capacity, which was the first model of public-private cooperation in power generation in India. He headed the Gas Price Revision Committee, GOI in 1996. He advised GOI on restructuring the regulatory system of power sector and reorganizing Central Regulatory Authority (CEA). He is currently a member of Central Electricity Regulatory Commission (GOI), Andhra Pradesh Electricity Regulatory Commission (APERC) and Uttar Pradesh Electricity Regulatory Commission (UPERC). In 2005, he also headed a Committee instituted by Government of Andhra Pradesh on Utilisation of Natural Gas in the State. He also led a taskforce on Petrochemical Industry in 2005. In 2007, as the Chairman of the task force he submitted two part report on reforms in Coal Sector in India.
As a member of the Board of Directors of the Indian Renewable Energy Development Agency (IREDA) and Director General of the National Institute of Rural Development (NIRD), he has studied the issues of poverty and impact of energy sector reforms on the poor. He has held several assignments with the United Nations such as UN adviser on energy policy to the Government of Sri Lanka and UN consultant on energy-related issues to several countries in Africa and Asia. He was the team leader of the Regional Energy Survey conducted by the Asian Development Bank in 1980, which led to the publication of a book on Asian energy problems. As a UN adviser, he has provided short-term consultancy to several countries including Tanzania, Jamaica and North Korea, and led an ADB project that reviewed electricity legislation and regulation in Bangladesh in 1995. He has published extensively in important energy journals and is the author of several books.

He is the Vice-Chairman of the Board, Managing Director and Chief Executive Officer at Tech Mahindra.
In a career spanning over 40 years, he has had a rich and varied experience in Government, international multilateral agencies and the corporate sector both public and private. He holds a Master's degree in Development Economics from Williams College, Massachusetts and started his career with the Indian Administrative Service. While in the Government, he held series of senior positions, including that of a District Magistrate, Secretary Agriculture & Rural development for the Government of Haryana and Director, Department Of Economic Affairs, Government of India. Vineet has worked with the World Bank for over 10 years in a series of senior assignments, including successively holding the post of Chief for the Energy, Infrastructure and the Finance Divisions for East Asia and Pacific.
During this period he led the Bank’s first Energy mission to China and was responsible, over a period of five years for funding China’s Energy and Petroleum sector. Assisted the Chinese Government in formulating its Energy policy including a comprehensive environmental study of the ‘Three Gorges’ projects. He was also responsible for the privatization of Infrastructure (including the Power sector) in Philippines, reorganization of the Central Bank of Philippines and financial reforms and reorganization of the Central Bank of South Korea, study on the bond market of East Asia etc.
In the Corporate sector, Vineet was the founding Chairman & Managing Director of the state owned Gas Authority of India. As the founding Chairman of GAIL was responsible for setting up the HBJ pipeline, gas fractionation plants and the establishment of Auriya gas based Petrochemical plant.
Moving on to the Private Sector, he served as the Managing Director of HCL Corporationn and the Vice Chairman of HCL Technologies. He was also the Founder & CEO of HCL Perot Systems. He was responsible for converting HCL Corporation from a hardware Company to a services Company. He prepared it for an IPO and took it public in 1999. Currently the Corporation has a market cap of over $4 billion and is ranked as a top tier IT provider from India. He founded (1996) and built HPS from ground upward with an initial capital of $4 million, last year HCL shares were purchased by Perot Systems on a Company’s valuation of around $250 million. Currently the Company is conservatively valued at $ 400 million.
In addition to his current responsibilities as Vice-Chairman of Tech Mahindra, Vineet serves as a Director on the Boards of Indian Oil Corporation, Great Eastern Shipping, Business Standard, Bharat Heavy Electricals Limited and Kotak Life Insurance.
